I couldn’t completely understand the sentence, in the rule-1.1.3, “Being at the inspection table does not count in favor of this time limit.” I think it means “If inspection is prolonged, teams don’t have to worry about the time limit.” Is my understanding correct? In order to translate into Japanese, I want to know what this rule is intended.

Actually, the meaning of this sentence is the opposite. The most important message of 1.1.3 is “Teams are expected to be on the field 5 minutes before their game starts”.
“Being at the inspection table does not count in favor of this time limit.”: this means that if the team is at the inspection table 5 minutes before, this is not the same as being on the field.
In other words, the teams are expected to be on the field 5 minutes before the game starts. The teams must consider the inspection time on their planning.
