Using WiFi based LAN to workspace

We are planning to bring a WiFi based LAN to the workspace in order to better share code between devices, especially for deploying to our pi zero which pretty much relies on wireless to deploy. Based upon our interpretation of the rules, we do not believe this to be against the rules do to the fact this is not communicating with anything outside of our LAN and has no internet connection. Can TC confirm the legality of this?

Note: We can turn down the transmit power of the access point if this is an issue.
