We plan to use a Raspberry Pi in our robot. Can we use the SSH protocol to program our robot? Additionally, please inform us if there are any other considerations we should be aware of regarding the Raspberry Pi.

Currently wifi is not allowed in any junior leagues (might change next year W.I.P.). But you could connect your laptop via an ethernet cable to the raspberry pi and login with ssh.
