2020 robocup junior rules says “4.5 Agility
The goalie has to approach the ball in the whole penalty area.”
But if the robot crosses the white line, it violates Section 2.9 Out of bounds.
When does rule 4.5 apply?

Sorry for my late response here.
It is indeed a bug in the final 2020 rules and it will be fixed in the next version. Section 4.5 should no longer force the goalie to approach the ball in the whole penalty area.
