Does every members of team have to have own computers to complete the programing task or the RoboCup Technical Commitee will provide computers to all members of team during the Technical challenge?

What if the team does not have enough laptops for all members? Will the score be 0 for that member?
Programmer has to install many software. So it is need a good configuration PC or Laptop. I have laptop but is useless because Its hp touch pad not working for few days.What should do for me.?
