In the rules it says that intersections are always perpendicular Green squares are also intersections, but there is a circular tile in which there are intersections, is it legal?

yes in fact it is legal , in many national and international competitions we have seen this type of intersections

But as per the rules it is not legal.
Indeed, rule 3.6 (5) should be modified (adapted)
(“5. The intersections are always perpendicular but may have 3 or 4 branches”)

I think there is no need to change the rules. Also, I think the course at the first intersection is fine as per the rules.
The circumference (c) centered at point O and the straight line (l) passing through point O are perpendicular to each other.
