Section 10.4 Penalty Kick
In section 10.4, the rule says
A penalty kick takes place after a grave offense happens.
I wonder what is consider as a grave offense since the rule did not explain grave offense.

That’s a very good question. The truth is, the grave offense is not yet defined anywhere in the rules – the whole concept of a penalty has been left in the rules so that we could directly use it as part of technical challenges. It currently does not feature in the regular gameplay.
If we ever were to define what the grave offense actually means, it would be something on the order of “two robots from the same team in the penalty area” or something like that. Generally it would be actions that give one team uneven advantage in the game, quite similar to how touching the ball with a hand in soccer is punishable by a penalty kick.
