I have a doubt about the evacuation zone procedures: if a ball casually stops very close to the entrance so that for the robot is impossible to enter the evacuation zone without moving it, is the robot allowed to pick up the ball from outside the evacuation zone? (Obviously to subsequently enter the zone)

The robot is indeed allowed to do this. There is nothing that says you cannot pick up the victim outside of the evacuation zone. You can also just drive in the evacuation zone, let the victims roll, and capture it after that.
