Clarification 3.5.3 - is it legal to restrict movement of a goalie bot?

The new rule 3.5.3 states that robots must touch the ball within 10 seconds if the ball is placed no further than 20cm but gives no context for when this example of robot agility needs to be performed. For example, does a robot have to be able to touch the ball at any point in the match or only when requested by a referee?

Is the intent of the rule to prevent putting restictions on a bot’s movement? For example, a goalie bot may be programmed to remain on the defensive side or simply straddle the new penalty box line (if a potential rewrite of rule 1.7.3 doesn’t prevent this).

If a bot can be restricted, then that bot would then just need a seperate program that demonstrates this ability correct?
