Are you allowed to change a robot’s battery when it is taken out for broken robot or as a penalty? Thanks.

Thanks for posting your question!
As long as the batteries have been checked during the inspection, they can be exchanged when the robot is out of play (e.g. because it is damaged or has been called out-of-bounds). That has been the norm for quite a while now.
