Cell phone and Raspberry pi

Hi.
I have carefully read RoboCupJunior Rescue Maze - Rules 2019 and I still have some questions.
In paragraph 2 of the rules, there are nothing about microcontrollers which we can use. My question is, can we use a mobile phone and Raspberry Pi with wire connection for controlling our robot. We want to use the mobile’s camera for object detection and Raspberry Pi as the main control unit. Can we do this?

You want use Raspberry pi with cell phone as camera.
If you use cell phone, you have to turn off its wireless communication function (For example Bluetooth , Wifi, etc). In RoboCupJunior, wireless communication is permitted only between robots. Reference general rule:

You have to prove it any time when a judge or an interviewer request.

Then you will use cell phone as only camera with wired communication, there is NO PROBLEM.
