At the heated victims do we need to drop a care package or a blinking LED light on the robot or is it optional?
If it is optional do you get more points for a care package and less for a LED or the other way around?

The LED in a Rescue Kit is not a scoring element. A Rescue Kit with LED is worth as much as a Rescue Kit without LED.
At all victims (both heated and visual) the Rescue Kit will give you more points than just blinking a LED.
25 / 10 points for victims identification.
Additional 10 points for each dropped Rescue Kit.
Reliability bonus is also for both Rescue Kits and identification.
You can just drop a kit and it will count as both identification and rescue drop.
