Can the teams decide before each round if they want to choose a Level 1 or a Level 2 rescue? Would it be possible for the team to go for Level 1 in our round and Level 2 in an other round?
If yes, do they communicate to the judge who places the appropriate evacuation point in the rescue zone?

Yes, you can choose the level of the evacuation point each round. The judge will then place the chosen evacuation tile into the field.
