Since air blowers are not explicitly forbidden in the rules, you can consider them allowed. The only relevant part in the rules would be in section 8.2.2 where you can find the following.
Pneumatic devices are allowed to use ambient air only.
Thus, air blowers are generally allowed, but only if they use ambient air only.
