yes it is allowed to. There is not a requirement to even have a defense robot. Having two robots partially inside the penalty area in the same time is prohibited, entering the goalie-area completely is prohibited (the white line is part of the goalie area - as soon as no part of the robot is over the big green field area anymore it is deemed out of bounds).
